(MINI) Rev limiter, adjustable, for all models with external pickup, also works with Morini

This was one of the first rev limiter constructions. A simple mechanism that uses capacitors. Regulation via a toggle switch. Not suitable for models with injection engine or immobiliser!
Also works with Morini. Minarelli models built since 2003 have a different colour code (blue\/ white instead of red\/ white)!
